i used SAP* and SAP_ADMIN to login, and execute su01. "You are not authorized to use transaction SU01"

I think you are reverse way telling.If planning is flagged you can not remove from the delivery.If it is unplanned then it will allow you to remove the delivery from shipment.It is standard process.If you try to remove the delivery in unplanned status the what is the error are you getting ?.

Looks like the issue is caused when the message was created in a different language and you are trying to change using a different one.

Yes, It should work with Dialog Users. Actually when we decided to switch from Service to Dialog we asked SAP if it was supported and we get the response:
"Yes you can use FFID as Dialog in GRC10.
Also please review the SAP Note 1586989 for more information. This Note also applied to GRC10."
We configured on SP10 using Dialog users and the only problem we faced was with password policies, but this can be solved as described by Collen.

I would say there is nothing like "always". It should depend on business needs.
In prod environment, it is recommended to use "automatic registration" instead of manual. (Here we need to implement LDAP at SUP level) and at start screen you may opt for HTTPAuthenticationLoginModule for authentication at backend level.
You can see other options as well in HWC settings screen. You may implement the same using Afaria.

We have a dashboard in XCelsius that is based in multiple BW Query. This BW Query has one a variable which is not mandatory but initialized. I did the connection the bw query with xcelsius and everything was fine, but for few users when they try to execute the dashboard with the url link if gives the below error meaasge.
"One or more mandatory variables of query XXXXXX not filled"
For this user everything was working fine few days back but is showing error now but no authorization has been changed.

The error description is described below:
Message no. 00058
Input values must be defined in Table T005E. The value or values 'US 001' are not specified in this table.
Check whether the input is correct and correct if necessary.
If this is not an incorrect entry, check the system settings and change them if necessary.
If there is a connection to the Customizing system, you can maintain the system settings by choosing Customizing in the Performance Assistant or Maintain Entries (F5) when displaying the help in a modal dialog box.
When I go in transaction SE16 to look for all the T005E table enties, the value is in the table.
Can anyone help me with this issue?
The reason why I want to do this is because when I try to create a finished product, in the Sales:sales org. 1 tab, the system cannot seem to find any city sales tax codes and county sales tax codes. I figured it was because I didn't put an adress in the organizational elements (Plants, Division, Sales organization...). So when I try to go back in the organizational elements and insert the county and city code, the error message no. 00058 appears. Maybe theres another way?

I've come in to look at the issue, and it appears it has to do with the URL parameter length of the call (the part after the ?).
e.g. Taking it back to pure fundamentals of the issue, the following are working scenarios running it from the command line (deliberately using a fixed length font to show the parameter issue):

Pretty sure it's some kind of .NET routine relying on some security setting, but really need to debug the above NWBC code to see what it's using.
So would recommend adding this to the service marketplace to get some feedback, and in the mean time, start looking at all the .NET security registry settings about restricted URL parameter lengths or something.
